Home Forward housing programs are meant for households with limited income and other related requirements.

Always provide true, complete, and accurate information on your application forms.

For all Home Forward programs, we verify eligibility, which could include income calculation, reference checks, and background screening.

In the Housing Choice Voucher program, private landlords will also conduct their own screenings. Home Forward does not influence the screening and eligibility requirements for private landlords. Screening and eligibility criteria at properties managed by Home Forward, where Home Forward is the landlord, may vary significantly from private landlords.

Income Guidelines

Using the table below, find the row for your household size, and read across to the right to find the annual household income limit for the program you’re interested in. The columns show the Area Median Income (AMI) percentage, sometimes called Median Family Income (MFI) for each program.

Example: A household with 2 people, earning $34,000 a year is above 30% of the Area Median Income but below 50% of the Area Median Income.

Multnomah County is part of the Portland-Vancouver-Hillsboro, OR-WA Metropolitan Statistical Area (MSA), which contains:

Clackamas County, OR; Columbia County, OR; Multnomah County, OR; Washington County, OR; Yamhill County, OR; Clark County, WA; and Skamania County, WA.

Income Limit areas are based on FY 2023 Fair Market Rent (FMR) areas. For information on FMRs, please see the associated FY 2023 Fair Market Rent documentation system.

These guidelines apply to Section 8, apartment communities managed by Home Forward, and most subsidized housing programs. Income requirements are listed in the property description for every apartment on this website and for our housing programs.

If your income is at or below the AMI shown for any apartment or program we offer, then you meet the income eligibility to rent it.

Attention residents

As some of you may have heard, on August 20th 2023 the Portland Water Bureau’s regular testing of water quality detected small amounts of the bacteria Cryptosporidium. Since learning of this, Home Forward staff has been in contact with the Portland Water Bureau.

We have been assured that healthy individuals can and should continue using water as normal.

If you are immunocompromised or are taking an immunosuppressive drug, you can kill any potential cryptosporidium bacteria by boiling your water for 1 minute before consuming.

  • If you are boiling the water to drink, let the water cool.
  • Iodine and Chlorine do not kill this bacteria, and to treat for potential bacteria you should boil the water.
  • If you have questions please reach out to your property manager or resident services coordinator.
